The City of Mount Vernon's Finance Department is where you can pay utility bills, apply for a business license, and apply for a United States Passport. 

The Finance Department provides a full range of financial and accounting services.  It is responsible for budget development, payroll, accounts payable, asset control, general accounting, utility billing, and issuing business licenses. In addition, the Finance Department maintains records of all City Council meetings and adopted ordinances, resolutions and contracts.  The Director serves as the City Treasurer and is responsible for managing the City's investments and cash assets.

Accounting services are the primary job of seven members of the Finance Department. They are responsible for processing over 97,000 utility bills, 3,375 paychecks, 13,000 vendor payments and 2,250 business license applications annually.  In addition a part time staff person acts as a representative of the United States State Department annually processing over 1,500 passport applications.

  • Passport Information (360) 419-3252.  Every person, REGARDLESS OF AGE, must appear in person to obtain a U.S. passport. (Don't forget a birth certificate, 2 color photos, Social Security number and drivers license!)  Parental consent forms (used if one parent is not present) require a notorized signature to obtain a passport for minors under age 14.

  • The 2010 budget was approved by City Council on Tuesday, November 24, 2009 and is now available for review.  Prior year's budgets and the City's Annual Financial Report can be viewed online. Paper copies of all documents are also kept at the City Library for public review.

1:30-5:30pm, Skagit Valley Hospital. Many of the same farm vendors as the Saturday market, but in a smaller setting. Come visit for a midweek supply of local produce!
Little Mountain Trail Work Parties
