MOUNT VERNON ARTS COMMISSION Commission Structure The Commission is an advisory body with nine Commissioners. It is to include one member who is a high school student. The Commission is staffed by the Parks and Recreation Department. Appointment The mayor appoints the nine Commissioners, and the appointments are then subject to confirmation by the City Council. Commissioners are to be conversant with public art and experienced with community issues and concerns. Prior to appointing members, public notice of available positions is to be provided at least two weeks in advance of appointment. Commission Terms Initially, all Commissioners were appointed to one-year terms effective January 1, 2003. Three members were then appointed for a one-year term, three members appointed for a two-year term, and three members appointed for a three-year term. Commissioners may then be re-appointed for additional three-year consecutive terms on a rotational basis with the exclusion of the high school student-member. The high school student-member serves a fixed term of one year. Commission Responsibilities The Commission is responsible for advising the Mayor and the council, developing policies for the acquisition, display and presentation of public art, identifying projects that can benefit from artists' involvement, selecting and commissioning artists, providing oversight for the maintenance of public artwork after the work is in place, and the development of the annual program plan. Members serve without salary or other compensation. Meetings The Commission holds regular meetings at least monthly which are open to the public. The City Council may remove any member of the library board from office for incompetency, incompatibility, dereliction of duty, or malfeasance in office, or other good cause. Appointments of trustees are subject to the consent of the City Council and will be citizens of Mount Vernon with recognized fitness for the position. Trustees are appointed to serve for a term of 5 years unless that appointment is to fill an unexpired term. At no time shall a trustee serve for more than two consecutive five year terms. Trustees shall not receive salaries or other compensation for their services. Regular meetings of the library board are held in the first Thursday of each month at 5:30 p.m. at the Mount Vernon City Library located at 315 Snoqualmie. The library board hears citizen requests for reconsideration of library materials, ensures the provision of service to library patrons and the efficient operation of the library. BOARD OF APPEALS The Board of Appeals consists of three members who are qualified by experience and training to pass upon matters pertaining to building construction and who are not employees of this jurisdiction. In addition, the Building Official and Fire Chief shall be ex-officio members of the Board Board is established to hear and determine appeals on issues of interpretation of uniform construction codes The Board of Appeals is appointed by the Mayor with the approval of the City Council and holds office at the pleasure of the Mayor. The Board shall render all decisions and findings in writing to the appellant with duplicate copies to the Building Official and Fire Chief. The Board may also recommend to the City Council such new legislation as is determined to be necessary and appropriate. PLANNING COMMISSION The City of Mount Vernon Planning Commission is an advisory body consisting of seven members appointed by the Mayor and confirmed by the City Council to provide advice and recommendations on land use issues at the local level. The terms of office is four years. Comprehensive Plan: Duties related to the Comprehensive Plan. Recommendations to City Council regarding amendments after holding a public hearing, Shoreline Master Program Amendments: Recommendations to City Council regarding Shoreline Master Program Amendments after holding a public hearing, Area-Wide Zoning: The Planning Commission, in conducting area land use analysis, may from time to time recommend to the City Council area-wide zonings to implement the recommended to the Comprehensive Plan. Land Use Regulations and Processes: Upon council request and based upon the goals and policies of the Comprehensive Plan, recommendations to council regarding effective and efficient land use regulations and processes. The Mount Vernon Planning Commission meets the first and third Tuesday each month at 7:00 pm, Multi-Purpose Room, Police and Court Campus, 1805 Continental Place. All meetings are open to the public. The Commission members are appointed by the mayor for a 3-year term. The Commission typically meets on the first Thursday of every month at 5:00 p.m. provided there is business on the agenda. Civil Service Commission meetings are open to the public. The Commission's duties include the following: - Make rules for operation of the civil service system that are consistent with state law.
- Give practical tests to determine the capacity of persons examined to perform duties of the position sought.
- Conduct investigations and prepare reports..
- Hear and determine appeals or complaints.
- Provide for, develop and hold competitive tests to determine relative qualifications of candidates and, as result of the testing process, prepare eligibility lists.
- Certify to the appointing authority the name (or names) of the individual(s) ranked highest on the eligibility list.
- Keep records.
- Approve payrolls.
